Rick Hooper (United States of America), 40, was on a short-term special assignment to the Office of the Special Representative of the Secretary-General for Iraq. He was a Senior Adviser in the Office of the Under-Secretary-General for the Department of Political Affairs in New York. He had previously served as Special Assistant to the Office of the Special Coordinator for the Middle East Peace Process.

In accepting the Sakharov Prize, Kofi Annan described those who died in the 19 August attack as "free spirits and free thinkers" and praised their courage in making the ultimate sacrifice in the cause of peace.
